So I made the executable Fallout4.exe and then I made a copy of it and named that F4.exe. Both Mod organizer, F4SE, and steam were happy so it works for me. Hope this helps. your issue may be caused by. you have the microsoft store (gamepass) version of the game which is not compatible with f4se, period. f4se is not in the same folder as the exe which is unlikely. if you do have the gamepass version then I advice you to give up on it its a massive waste of time, many people have tried and 100% of them failed even ....
